The water is flat to choppy depending on the strength and direction of the wind. The lake has a tendency to become unridable later in summer due to the amount of weeds and algae.
Access to the lake is through Eagle Lake RV Resort, a day use fee is required, but they have a rigging area designated for windsurfers and kiters. A small beach does exist, but is shared with people camping at the resort.
Take Trans Canada highway east out of Calgary and past Strathmore a couple minutes. You will see the lake on your right, take the turn off for Eagle Lake Resort and go to the resort.
