The beach there gets longer or shorter during certain seasons, but is mostly good enough for launching. It is also called Punta Celarain because thats the local name for the lighthouse. Rocks at the south tip.

The most usual is the East, not always strong but good, and when we get a cold front or hurricane close by you will have great winds so check out the weather a few days ahead and come on over. We have a wind pattern where you get a few days with good winds then it will switch East. It stays there a couple of days and then switches South and if it is strong it means you will have good winds from the North which we call Brisote or Norte depending on the direction and strength. So all you have to do is wait for the proper conditions. East is the dominant wind direction and the preferable time is between February (carnival!) to May.
There is a brand new route from Miami to Cozumel depending on the day of the week otherwise you go through the hassle of the connection to Cancun or from Mexico City to Cancun. From there you take the bus to Playa del Carmen, you can get your ticket at the airport and it is a 45min to 1 hour ride from your bus station. You walk to the pier and take the ferry to Cozumel. Drive to the south tip of the land to its lighthouse.
Normally you will not be permitted to kite there, you need to tell the people there what you're going to do and probably sign a paper that says it's not their fault if something happens to you, if you want to kite here please contact a local kiteboarder.
