Best wind season is mid-summer, though it can blow year round. Wind with too much north in it does not hit this spot, though you will see a strong windline 1/4 mile out. Look for hazy-blue summer day in San Diego with 10 knot winds. Odds are, Rauls will be blowing 18-25 knots. Get there early, around 10am if possible. Usually blows 50% stronger than the San Diego spots, and gets gustier as the day goes on (and wind pushes more and more North), until it is nearly unrideable (usually by 3pm). The wind never really recovers after this.

30 miles south of downtown San Diego in Baja Mexico. Cross the U.S. boarder into Mexico and take Mex. Hwy 1 to Rosarita/Ensenada. Highway 1 takes you west then south along the coast. You want to exit the toll road at the Puerto Nuevo exit. This is the first exit after the toll booth at Rosarito. That exit drops you right at Raul's Restaurant. This is a hard to find spot. However, its just south of a very large radio tower. Someone actually lives on the land there (living in extreme poverty), and charges $5 USD for entry (if he's there). He's very excited to see kiters/surfers so give him a thumbs up and a high five. If he's NOT there, DO NOT ENTER, or face possible jail time for trespassing. Just go further south and try to find an access spot to the water (else you've wasted a trip and a day).

This is a refuge for hardcore San Diego kiteboarders trying to escape the summer lightwind blues. Please respect the spot and the riders, and you'll get respect back. Spot can get crowded very quickly due to down-the-line wave riding.
