From Manila, Take the NLEX (North Luzon Expressway) North all the way to just before the end where you exit the NLEX and enter the SCTEX (Subic Clark Toll Expressway). Take the SCTEX to Subic/SBMA (Subic Bay Metropolitan Authority). When in SBMA, ask for directions to the Scuba Shack (just a short drive). The Scuba Shack is where both windsurfers and kiteboarders usually launch.

Good! Olongapo, just outside the gates of Subic/SBMA still has the strip that once was popular amongst the US sailors when the Pacific fleet was still based there.
