Also you could charter a small plane to take you to La Tortuga island and from there pay a fisher boat to take you to Cayo Herradura. It's not easy to get there, the easiest way is to have a friend with a boat to take you. It has to be at least a 26ft boat because from Higuerote or La Guaira the sea can be strong.
