Santo Domingo belongs to the south part of Paracas Bay, calm and shallow. A bit choppy sometimes but because the wind blows sideshore it is pretty safe.
It's a sandy beach but it is usually covered with some algea. A bit swampy sometimes too but it is finally a nice quiet beach. Space is the last thing you will miss and the beach is big enough to hold 100 kites but you will never come across with more than 10. No rules, just don't go into the National Reserve of Paracas which is right beside the kitebeach.
Wind all year long between 12-25 knots, but it is more consistent between August to December and March to May. There are some `Paracas` too which are thermal winds of around 30 knots that come with sand from the desert so it's imposible to kitesurf (that happens around 10 times a year).
Get to Lima and drive through the `Panamericana Sur` to Pisco (km 220) and then keep going south till you reach Paracas. You can get on a bus that will take you directly to Pisco for $4 from Lima (Soyuz) and then you can get a taxi for $4 more from Pisco to Paracas. You can also get on Ormeño which takes you directly to the hotel. There are hotels from $10-$100.
No rules. Just protect the wildlife. In the low wind season the trick is: if by 3pm there is no wind in Santo Domingo bay, go to Mendieta or Playon to find the wind the forecast showed.
