Smaller kites here as it usually blows 10mph stronger than the rest of the coast. NW winds accelerate at Cape Neahkahnie north of Manzanita, offering solid and often very windy conditions from Manzanita down to Nehalem Bay State Park.
From Portland drive west to the coast and get onto 101. Depending where you hit the coast drive either south or north to Manzanita. Get on the beach at the south of the Manzanita at the state park.
