Wind can be nice and lofty in the summer on southerlies. Fall, spring and winter are awesome here too! Southeast, South and East work. Nice and steady winds.

From the twin cities (Saint Paul/Minneapolis) take Hwy 169 North to Garrison. The road runs real close to the lake just south of Garrison. You can launch there or follow the bend past Garrison. A small road takes you to a free camping area.
