The beach is very clean, though you probably will need someone to help you launch your kite, there is no sand, there are pebbles and small rocks, there is enough space to launch the kite, no special entries other than where everybody meets on the weekends.

The season is best in summer - from mid October to April, the rest of the year is very inconsistent. The best winds come from the South and hit the spot sideshore, any other wind direction is probably unstable and weak. The wind range is between 15 and 30 knots, though it can get stronger but is not very common.
If you get to Chile through Santiago Airport, take a 2 hour flight to Antofagasta city (or a 20 hour bus to the same city) - when you get to Antofagasta take a taxi to 'La Isla Santa Maria' book a pick up also with the taxi - or have someone local take you back to the city - you can camp at the spot too.
