Depending on wind directions and strength you have flat to choppy water or waves. Best for waves are NE and NW winds. With NW the best waves on Fehmarn.
Summer is nice and warm. High season a shorty is ok, a few weeks with just shorts is possible. Usually a wetsuit is always needed. Water max 22°C in summer, normally around 15°C. Winter gets cold, but a thick wetsuit, gloves, mask and shoes make kiting almost year-round possible. Air: summer between 20-30°C, spring and fall around 15°C.
Get to Fehmarn and take the first exit and drive to Landkirchen, Lemkendorf and then to Petersdorf. Now drive to Schlagsdorf and here turn right and drive to Daenschendorf. Now follow signs to Altenteil and `Strand`. Several accesses to the beach, but drop of your gear before and then park your car for free before you hit the beach or even further before if the parking lot is packed. Or drive the the camping ground all the way to the left on the dirt road and pay for parking directly at the beach.
