From I-5 take 36 in Red Bluff. In 100 miles take a left on A1. Lots of camping. Head for the north east side of the lake on hwy 139.
Edit
Fee for camping. You can actually camp free right on the shore of the north east side of lake. But please make sure to clean up after yourself and others. Eagle Lake is a closed ecosystem so let's take care of it.
