The water depends on the wind. If you are on your big kite, it can be very flat, but when it is ripping then it can get some big chop. Usually can find flat water though. Water level is constantly changing because it comes out of the bottom of a lake and just depends on if they are letting water out or not. A good spot to learn and try tricks because there is always land somewhere close to you if something goes wrong and the water is pretty.
The launch is a nice spot. Has a little grassy area for launching and is right next to the water. Since the water level moves up and down sometimes have to walk upwind a little, but not far.
Unfortunately the water temperature is always cold. Since it comes out of the bottom of the lake a wetsuit is always needed. 3/2 is fine expect for like 3 months of the winter when a 4/3 is better. Fine in a 3/2 on the hot 100°F+ summer days.

An awesome spot when there is wind. Wind is never really predictable here though. Wind is best in spring and fall. Rare to have it be going off in the summer or winter. Spot only works well on a North wind, which is sideonshore.
From Sacramento take highway 99 north about 80 miles. Will be right off of this on your right. Will see a big body of water and about four kites in the air and windsurfers if it is windy. Turn right onto the 162 and go over the bridge and then turn left onto a dirt road right after the bridge. This is before the boat launch on your right. From Chico take highway 99 south about 20 miles. Make a left when see water, and same as above.
